- Wayne
County
Chief
Deputy
Treasurer
Melanie
Kersey,
a former
Special
Agent
with the
Federal
Bureau
of
Investigation,
has been
appointed
as the
second
in
charge
at the
Treasurer’s
Office,
it was
announced
today.
“I am
very
pleased
to have
Melanie
Kersey
join the
leadership
team of
the
Treasurer’s
Office
to
assist
me as we
engage
in best
practices
to serve
the
taxpayers
of
Michigan’s
largest
county,”
said
Treasurer
Eric R.
Sabree.
“We now
have an
executive
management
team in
place
that has
the
administrative
experience
and
expertise
to
reduce
foreclosures
and
implement
efficiencies
in our
overall
operations.”
Kersey
was
named to
the post
after a
brief
retirement
after a
25-year
career
with the
FBI in
the
Cleveland
Field
Office,
Detroit
Field
Office
and
other
locations.
As a
Special
Agent,
her
responsibilities
included
domestic
counter-terrorism,
health
care
fraud
investigations,
white
collar
crime,
major
violent
crimes
and
fugitive
apprehension
programs.
In
addition,
she
served
as a
recruiter
for
Special
Agents
and
support
personnel
at the
agency.
“The
Detroit
area is
my home
and I am
very
pleased
at this
opportunity
to make
a
difference
in Wayne
County
in
helping
lead the
Treasurer’s
office
into the
21st
Century
with new
technologies,
service
programs
and
enhanced
transparency,”
said
Kersey.
“I am
delighted
that
Treasurer
Sabree
has
chosen
me for
this
important
role as
part of
a
management
team
that
will
enhance
efficiencies
in all
operations
of the
office.”
She
added
that her
responsibilities
at the
Treasurer’s
office
include
management
of
day-to-day
operations,
executive
in
charge
in the
absence
of the
Treasurer
and
reviewing
efficiency
programs
to
collect
delinquent
property
taxes
and
foreclosure
reduction.
Kersey
earned a
Master’s
Degree
from
Eastern
Michigan
University
and
undergraduate
Bachelor
of
Science
degree
from
Michigan
State
University.
An
Ordained
Minister
of 12
years,
Ms.
Kersey
has also
taught
learning
disabled
students
and
mathematics
to
regular
education
students
as well
as
visually
and
learning
impaired
students.

Treasurer
of
Forfeiture/Foreclosure
and Paul
Zelenak
was
promoted
to the
Assistant
Deputy
Treasurer
of
Finance.
Mr.
Phillips
brings
extensive
experience
and
legal
training
to his
role as
the
executive
in
charge
of
property
forfeitures
and
foreclosure
actions
on
behalf
of the
Wayne
County
Treasurer.
Mr.
Phillips
previously
served
as Chief
Administrative
Corporation
Counsel
for the
City of
Detroit
Law
Department.
Other
government
experience
includes
Deputy
Chief of
Staff
for the
Office
of Wayne
County
Executive
after
previously
serving
as
Assistant
Corporation
Counsel.
Mr.
Phillips
also has
experience
working
in
private
practice
law
firms.
He
earned
his
Juris
Doctorate
degree
from the
University
of
Wisconsin
Law
School,
Madison,
WI and
Bachelor
of
Science
from
Florida
Agricultural
and
Mechanical
University.
Mr.
Zelenak
has a
B.S. in
accounting
from
Lake
Superior
State
University
and has
worked
for the
Treasurer’s
Office
for 26
years.
He has
extensive
experience
with
Michigan
property
tax law
and is a
knowledgeable
resource
for the
taxing
authorities
throughout
the
County.
