DETROIT - Mayor-elect Mary Sheffield has formally launched 18 policy committees to guide her incoming administration, marking a significant step in assembling a team ready to deliver results from day one. The announcement and first meeting of committee co-chairs took place at Marygrove Conservancy, which Sheffield has designated as the official headquarters for the Rise Higher Detroit transition effort—a historic choice, as this is the first mayoral transition in Detroit to be based in a neighborhood rather than a central city location.

Melvin "Butch" Hollowell, the city's former corporation counsel and current managing partner of The Miller Law Firm Detroit, was named by Mayor-elect Mary Sheffield to head the Rise Higher Detroit transition committee. Hollowell is tasked with leading what Sheffield describes as the “most community-driven” transition effort in Detroit's history.

The committees will work collaboratively with civic and community leaders to develop policy recommendations and identify priorities for Sheffield's first 100 days. Each committee spans a critical area of city governance and is led by co-chairs drawn from business executives, nonprofit leaders, community organizers, and civic figures who represent Detroit's diverse stakeholder groups.

The committees address major city priorities: Finance will focus on maximizing revenue, securing grants, and reforming procurement processes; Neighborhood Revitalization will develop targeted investment and infrastructure plans; Workforce, Economic Development & Small Business will attract investment and drive job growth; Education & Youth Affairs will improve public schools and youth programs; Transit Improvement & Mobility Innovation will enhance public transportation accessibility; and Innovation & Emerging Industries will position Detroit as a hub for future economic sectors.

Additional committees will address Health and Human Services, Infrastructure and Sustainability, Housing Development, Public Safety, Arts and Culture, Tourism, Ethics Compliance, and Law & Civil Rights, among others. Sheffield emphasized that the committees' recommendations will ensure "every decision we make as a city is rooted in partnership and the collective voice of our people."
